David Fenner started as a student S&T engineer on the Southern Region in 1968. He subsequently worked on the Southern and London Midland Region as well as the BRB and Regional Railways. At privatisation he joined Railtrack and migrated to Network Rail. His career has focussed on the application of computer systems to railway signalling and telecommunication initially for passenger information and later for train control systems. The later part of his career was focussed on the development of TPWS and later developing the case for implementation of ETCS. He retired in 2010.

The talk on East West Rail is in essence a review of the consultation carried out by EWR in 2020. It will summarise the contents and raise some of the issues relevant to that consultation. There will also be an update on work in progress on the section from Bicester to Milton Keynes. The talk will reflect David's opinion on the project.
