Coronavirus (COVID-19) - IRSE Licensing scheme updates


In accordance with UK government guidance, the IRSE Licensing office is currently closed. Licensing team staff are working remotely. As far as possible, the day-to-day operation of the licensing scheme will continue as normal.   

The position is under constant review as the situation with Covid-19 develops. Thank you for your patience and cooperation at this challenging time.

Licence validity

Due to the coronavirus crisis, the IRSE granted a 6 month extension to the validity of licence categories where the ‘valid until’ date falls between 1 October 2019 and 30 September 2020.  

Employers are reminded that licences only form a part of their competence management system and that they have responsibility for the continuous competence of their staff.

Licence assessments

We do not encourage in-person assessments at this time due to the government’s guidance on social distancing.   

Competence assessments (where no direct observation is required) can be carried out by video conferencing. 

Workplace assessments where no direct observation is required can also be carried out by video conferencing:. This includes assessments in the following category groups  

  • Signalling design 
  • Engineering manager 
  • Senior engineering manager

Please speak to your assessing agency to make arrangements for assessments.    

Licence cards

As January 2021, we do not have access to the IRSE offices to print licence cards.  

In the meantime for new licences and licence renewals, confirmation of the licence being authorised will continue be sent to your assessing agency. 

If you require a replacement card please email and provide a contact telephone number. Please note there is a charge for replacement cards. 

Assessor approvals

Approvals for technical mentors, internal verifiers and additional categories for competence assessors will be carried out as normal. 

Interviews for new or renewing competence assessors will be carried out via video conferencing.
